In the past they were not enforcing this but they now have people at the airport confirming everyone has paid.

Mexico has gotten VERY strict on what you're allowed to bring in to the country.  A couple of notable things is cigarettes - you're not allowed to have more than 10 packs of cigarettes.  This includes any cigarettes purchased at the Duty Free store.  They also have made it illegal to bring vapes or electronic cigarettes into the country.  If caught you can face seizure and a fine or detention.

Here is a diagram of the Cancun airport for arrival.  Your trip includes transfers and the transfer people will always be outside of the airport.  Do not stop in the timeshare area.  They are very tricky and can make you think they are your transfer company and you'll end up paying for transfers again.  Always follow the instructions included in your documentation.
